Flight Delays
The nation's travelers are reaching their limit of dealing with flight delays at many of the nation's largest airports. The limits of the nation's largest airports have been reached and expanding them is not an acceptable option to most of the communities that surround them.
I propose the following solution. Since any given airport will support a maximum number of flights per hour, the nation's airlines should bid on the available flights slots per hour, the highest bidders would win the time slots. It's obvious that these costs would be passed on to the travellers booking these flights, but those for whom flying out at prime times is important could choose to pay the extra costs. Flights at less desirable times would be cheaper by virtue of lower bidding by the carriers.
This way the airports need only handle the number of takeoffs and landings their facilities can support and delays (other than weather delays which can not be predicted) would be reduced to a minimum.
